국문요약	본 연구는 4차 산업혁명 시대 전자기록 및 기록정보 활용 교육과 관련한 신규 교육과정 설계 및 기록관리 교육 지원체계를 재설계하기 위한 방안을 제시하는 것을 골자로 한다. 이를 위해 4차 산업혁명 시대 기록의 가치와 전자기록 관리의 중요성을 구체화하고 4차 산업혁명 시대에 부합하는 효과적인 전자기록관리 교육방안을 마련하고자 하였다. 연구 전반부에는 4차 산업혁명의 특징과 앞으로의 변화상을 분석하였다. 4차 산업혁명의 키워드는 이른바 ‘초연결’과 ‘융복합’으로, 데이터 를 매개로 하여 공공기록과 다양한 산업 영역이 서로 연결되고 그 결과 새로운 가치가 창출되는 과정을 예측할 수 있었다. 즉, 종이기록 생산 및 수작업에 의한 기록관리에서 시스템에 의한 전자기록 시스템, 더 나아가 전자정부시스템과의 연동 체계에서 활용가능성이 높은 기록정보 수집은 공공기록 관리 및 활용을 위한 선결과제가 될 것이다. 이에 따라, 본 연구는 신규 교육과정 설계는 기존의 기록물로부터 새로운 기록정보 가치 창출을 할 수 있는 인재 양성을 목표로 한다. 특히 새롭게 도출되는 교육과정은 교육의 목표수준과 구체적인 교육내용뿐만 아니라 최근 교육 기술을 이용한 효과적인 교수학습법을 반영한 교육 프로그램을 설계하고자 했다. 본 연구에서는 ① 빅데이터 가치창출 과정 ② 시청각 기록의 정보추출 및 활용 과정 ③ 기록정보콘텐츠 제작과정 ④ 전자기록을 활용한 전시기획 과정 ⑤ 기록관리인력의 기본소양 교육 모듈을 신규 교육과정으로 제시하였다.. 한편, 이러한 신규교육과정을 운영하기 위하여 새로운 방법을 제시할 필요가 있다. 본 연구에서는 전자기록관리와 기록정보활용 교육에서 활용 가능한 교육방법으로서, ① Social Learning: 학습자간의 학습내용 제작 및 공유 ② 비정형학습: 동일 지역, 유사기관 실무자 학습그룹 지원을 제안하였다.. 마지막으로 4차 산업혁명 시대의 기록관리 교육 지원체계를 재설계 부문에서는 현행 국가기록원 기록관리교육센터의 인프라를 살펴보고 센터의 기능강화를 위한 비전⋅미션, 인재상, 중장기 전략⋅수행과제 및 연구과제를 도출하였다. 본 연구에서 제시한 교육센터의 비전은 “세계 최고 수준의 기록관리 구현”, “미래 기록문화를 선도할 최고의 기록전문가 양성기관”등이며, 미션은 “혁신적 교육운영을 통한 전문 기록인 양성”, “국가기록관리 개선을 선도할 기록인 양성”등이다. 인재상은 윤리성, 전문성, 창의성 총 14개의 핵심가치를 후보로 제시하였다. 연구진은 이를 구체화하기 위한 수행과제를 21개를 도출하였으며, 이 과제에 대해 우선순위를 정하기 위해 중요성과 시급성을 중심으로 살펴보았다. 연구를 마무리하며, 전자기록관리 및 활용과 관련한 조직은 본적으로 교육을 기획 운영 평가 환류하는 기능과 더불어 중장기적인 전자기록 관련 연구개발(R&D) 추진이 필요하다는 결론을 얻었다. 따라서 바람직한 R&D 사업 추진 전략을 제시하여 전자기록 관리 교육 조직의 기틀을 마련하는 것을 본 연구의 후속 과제로 남겨두고자 한다.
영문요약	This research aims to establish a new educational process related to the electronic records and records information usage education of the 4th industrial revolution era, and the reshaping of an aid system for records management education. For this goal, this paper has attempted to specify the value of records in the 4th industrial revolution era as well as the importance of electronic records management, and fabricate an effective electronic records management education plan corresponding to the 4th industrial revolution era. Throughout the research, the characteristics of the 4th industrial revolution and future changes are analyzed. Key words of the 4th industrial revolution are hyper-connectivity and convergence, in which the process where public records and various industrial fields are interconnected through data as a medium, thus creating new value. In other words, the system-led electronic records system in paper records production and handmade records management, and furthermore, records information collection which has a high possibility of being applied to the linkage system with the electronic government system. Thus, this research puts the training of talented individuals which could create new records information value from the former records as its core goal. Especially the newly deducted education process aims to build a educational program that reflects an effective legal educational method which uses a recent educational technique. In this research, the following are suggested as a new educational process: ① the process of big data value creation ② the process of information extraction and usage of audio visual materials ③ the process of manufacturing records information content ④ the process of planning exhibitions which apply electronic records ⑤ the education module of the records management labor force's basic grounding. On the other hand, to operate this new educational process a new method must be suggested. This research suggests first; Social Learning, the making and sharing of learning content among learners, and second, Informal Learning; the support of hands-on staff education groups of similar institutes in the same area as the applicative educational method in electronic records management and records information use. Lastly, in the field of reconstructing the records management education aid system in the 4th industrial revolution era, the research looks into the infrastructure of the current National Archives records management education center, and visions, missions, concepts of talent, long-term tactical performance strategies and research subjects for the center's strengthening of function are made. The visions of the education center are "materializing the world's best level of records management", "the best records professional training institute to lead future records culture", and the missions are "professional archivist training through innovational educational operation" and "training of national records management leading records practitioner" and on. For the concepts of talent, 14 core values including ethicality, professionalism, and creativity were suggested as candidates. Researchers deduced 21 performance tasks to specify this, and analyzed centering on importance and urgency to prioritize this task. Wrapping up this research, the conclusion that institutes relating to electronic records management and usage essentially need the feature which plan, manage, operate and evaluate education, alongside long-term electronic records management R&D, therefore, the forming of a foundation of the electronic records education institute by suggesting promotion strategy for a proper R&D project.
